Yes, it is possible.
PowerPoint supports .gif, .jpg, .png, .tif, .bmp, .wmf, and .emf image formats.
Click Picture under Insert tab and choose the gif file you want to put in powerpoint. It's same to put an animated picture in PowerPoint.
